Educational Leave for October 3, 2003
Three categories of participants and the leave and travel expenses, as appropriate.
1. Workshop Participants who are members of OPEIU
Healthcare Pennsylvania Statewide Meet and Discuss Committee attending the workshop and the meet and discuss.
a. upon receipt of verification of attendance at the program entitled
"Infectious Diseases Panel Discussions" employees will be granted 2.5 hours of Educational Leave and 5.0 hours of Administrative Leave for Friday, October 3, 2003, subject to management's ability to
maintain efficient operation.
b. no travel expenses will be provided.
2. Workshop presenters who are members of OPEIU Healthcare Pennsylvania's Statewide Meet and Discuss
Committee attending the workshop and the meet and discuss.
a. Upon receipt of verification of attendance at the program entitled "Infectious Diseases Panel Discussions" employees
will be granted 5.0 hours of Administrative Leave and 2.5 hours of an appropriate paid leave (i.e., annual, personal, compensatory) or Union Business Leave for the period of time conducting the panel presentation
for Friday, October 3, 2003, subject to management's ability to maintain efficient operation.
3. Workshop Participants
a. Upon receipt of verification of attendance at the
program entitled "Infectious Diseases Panel Discussions" employees who travel less than two (2) hours one-way will be eligible for up to five (5) hours of Educational Leave for Friday, October 3, 2003, to
the extent that the program and reasonable travel time conflicts with the employees' scheduled hours of work, and subject to management's ability to maintain efficient operation.
b.
Upon receipt of verification of attendance at the program entitled "Infectious Diseases Panel Discussions" employees who travel more than two (2) hours one-way will be eligible for up to eight (8) hours of
Educational Leave for Friday, October 3, 2003, to the extent that the program and reasonable travel time conflicts with the employees' scheduled hours of work, and subject to management's ability to maintain
efficient operation.
c. Furthermore, upon receipt of the verification indicated above, those employees who have not exceeded the $1,350 continuing education allowance for the 2003-04
contract year referenced in Article 40, Section 3, or the combined use limitation reference in Article 40, Section 8, will be reimbursed for the expenses indicated below: ~
Appropriate mileage expenses in accordance with the Pennsylvania State System of Higher Education's Travel Expense Regulations
~ The cost of a hotel for employees
traveling more than Two (2) hours one-way in accordance with the Pennsylvania State System of Higher Education's Travel Expense Regulations.

Re: Vote on SSHE By-law Change

At our last SSHE meeting, members present proposed a by-law change that would allow the SSHE officers to serve three consecutive two year terms in
the same office. The following is the suggested by-law language change.
Article V Election and Voting
Section 1 The President, Vice-President, Secretary, and Treasurer will be elected at the annual meeting for a two (2) year term. No officer
shall be eligible to serve more than two three consecutive terms in the same office. The President and Secretary shall be elected in odd numbered years. The Vice-President and Treasurer shall be elected in even numbered years.
Voting ballots have been mailed separately to members and must be returned no later than September 12, 2003. To keep the vote confidential,
please do not mark the envelope or ballot with your name.
